Carol Kelly, Premier VP-federal affairs, is named the association's executive VP-health systems and federal legislative policy. Kelly also served in similar positions at United HealthCare, MetLife Insurance Co., and Equitable Life Assurance Society. Prior to joining the private sector, she held senior policy and congressional liaison positions at the Health Care Financing Administration and HHS. Kelly is likely to assume responsibilities previously held by HIMA's former Executive VP-Health Care Systems Ted Mannen on issues related to third-party reimbursement and Medicare reform
