GOP, White House Agree On BBA Managed Care Relief, Finalize Bill

An eleventh-hour modification to the managed care provisions of the Balanced Budget Act relief measure the evening of Dec. 14 enabled passage of the Medicare giveback legislation in the 106th Congress as part of one of the last outstanding appropriations bills.
