Berwick Resigns As CMS Administrator; Tavenner To Fill Post

Donald M. Berwick will leave the top spot at CMS Dec. 2, a few weeks before his presidential recess appointment was set to expire, according to Nov. 23 letters to agency staffers from Berwick and HHS Secretary Kathleen Sebelius.
