GOP ACA-Replacement Draft: Device Tax Would Go Away; States Left To Decide Plan Coverage

Under a GOP Affordable Care Act "repeal and replacement" discussion draft, all ACA taxes – including the medical device tax – would be repealed, and each state would decide what minimum essential health benefits add up to acceptable health-care coverage.

The latest GOP-developed Affordable Care Act "repeal and replacement" discussion draft endorsed by the Trump administration would repeal every tax imposed on medical products by the ACA, including the excise tax imposed on device manufacturers. The proposal leaves almost no revenue-generators to states to help them cover the costs of health care for their elderly and low-income populations.

The mid-February discussion draft was provided to news sources by congressional leaders on Feb. 24.
