Massachusetts Senior Drug Coverage Revives Catastrophic Plan, Adds PBMs

The Massachusetts legislature is about to consider a senior drug plan which resurrects much of the design of the graduated contribution/catastrophic drug coverage enacted for Medicare in 1988, and combines it with the new feature of administration by an aggressive private sector PBM.
