Developed and developing countries alike are looking ahead to the next ministerial meeting of the World Trade Organisation, to be held in Cancun, Mexico in September 2003, in the hope that it will see the resolution of a dilemma that has been dogging the organisation for the past 21 months - the problem posed by paragraph 6 of the Doha Declaration.
