At the World Trade Organization (WTO) General Council meeting on 10 February 2003, the chairman of the TRIPS Council requested additional time for deliberation on the issue of implementing the Declaration on the TRIPS Agreement and Public Health made in Doha, Qatar in November 20011. The declaration allows patents to be overridden in cases of public health crises, including those relating to HIV/AIDS, malaria and tuberculosis (see also page 220)2.
