On 19 December 2003, the European Commission issued an amended proposed regulation to introduce an EU health insurance card from June 2004, with electronic ‘smart cards’ to be launched at a later date1,2. This proposal incorporates all of the amendments adopted by the European Parliament in its first reading vote on 4 December 20033. The initial health card will be a single, personalised card that will replace the current paper forms required for health treatment and subsequent reimbursement when a citizen from one EU member state receives health care in another member state. It is intended to simplify procedures but will not change existing rights and obligations.
