Bearing brands such as "Candy King" and sold in packages that strikingly resemble packaging for common confectionery treats or cookies popular with children, the products are enticing children to initiate nicotine and tobacco use rather than representing smoke-free alternatives to combustible tobacco, Commissioner Scott
