HC Red No. 1 was found to be safe as used in hair dye formulations in concentrations less than or equal to .5% in a tentative report during the Sept. 12-13 Cosmetic Ingredient Review expert panel meeting. "The Rose Sheet" (Sept. 19, p. 9) incorrectly reported that the ingredient was safe in rinse-off products at concentrations up to .15%
