FDA should halt resumption of the Voluntary Cosmetics Registration Program and revamp the process before reactivating it, Cosmetic, Toiletry and Fragrance Association President Edward Kavanaugh maintained at an FDA stakeholders meeting on cosmetics in Washington, D.C.
