But Mary Kay’s beef with the proposed bill largely centers on federal preemption, an issue the Personal Care Products Council has suggested will likely drive reform negotiations in the 115th Congress.

Time is running out for the proposed Personal Care Products Safety Act, and between the presidential race and competing committee priorities, moving the bill through Congress in 2016 could be a herculean task.
