Connecticut Gov. Ned Lamont signed into law on 28 May S.B. 178, requiring the education and training of barbers, hairdressers and cosmeticians to include working with textured hair. According to the bill, textured hair “means hair that is coiled, curly or wavy.”
The legislation directs the Connecticut Commissioner of Public Health, in consultation with the Connecticut Examining Board for Barbers, Hairdressers and Cosmeticians, to amend curricula requiring hairdressing and cosmetology schools to include learning and experience with textured hair, “including, but not limited to, working with various curl and wave patterns, hair strand thicknesses and volumes of hair.” The legislation makes Connecticut the third US state to pass such legislation, following Louisiana and New York, according to a 17 June release from Henkel’s DevaCurl
