A key question in the massive litigation against opioid manufacturers, distributors and pharmacies is how much they may have to pay for the costs that cities and counties have incurred from the opioid epidemic. The judge overseeing the litigation gave a glimmer of what a damages award might cover in denying requests by defendants to toss one of the bellwether suits.
