The UK and EU have agreed a Brexit withdrawal deal that would avoid a damaging no-deal exit and implement a transition phase during which new regulatory, trade and other arrangements between the two parties could be agreed.
Describing the 17 October deal as “fair and balanced,” the EU’s chief Brexit negotiator, Michel Barnier, said it would “protect peace and stability on the island of Ireland” and “fully respect the integrity” of the EU single market
