US Cosmetics Reform Talks To Resume In 2021 After COVID Derailing, Anti-Regulation Trump

Efforts to modernize US cosmetics regulations fell short in the 116th Congress as lawmakers swung their focus to COVID-19, but industry expects a resumption of discussions in the next term, even as pandemic relief and recovery remains top priority.

There will be no cosmetics oversight reform in this US Congress, but the Personal Care Products Council plans to press on with its advocacy work under a Joe Biden Administration, working with lawmakers on both sides of the aisle in 2021.

The House appeared keen to tackle cosmetics reform following an Energy and Commerce Health Subcommittee hearing in December 2019 and the Cosmetic Safety Enhancement Act’s (H.R. 5279) progression to full committee in March, prior to COVID-19’s impact in the US
