The California Office of Environmental Health Hazard Assessment’s listing of two popular personal care ingredients under the state’s Safe Drinking Water Act and Toxic Enforcement Act (Prop 65) underscores the importance of formula testing and obtaining Certificates of Analysis, says an attorney specializing in state laws impacting cosmetics, including Prop 65.
