As the new leader of the Centers for Medicare and Medicaid Services (CMS), Mark McClellan, MD, PhD, faces two immediate priorities in implementing the new Medicare Prescription Drug Act. First, he needs to rollout the temporary drug discount card program by May 3, 2004. Second, he will oversee the promulgation of regulations—proposed rules are expected by October 1, 2004—to further clarify the law's meaning. To accomplish both of these tasks, he'll be appropriating the $1 billion of new CMS funding towards critical efforts like hiring more personnel.
