In Spain the COVID-19 pandemic has shone a light on the importance of allocating resources efficiently and heightened the need to create a national health technology appraisal (HTA) body, say academics, researchers and health care professionals. A new agency based on England’s own HTA body, NICE, would be more transparent than the current system and could incorporate the societal benefits of a product, say advocates of a new agency.
