PCPC Hatching Proposal For CIR Role In FDA Ingredient Review

The Personal Care Products Council has a vision for marrying the Cosmetic Ingredient Review’s expertise with FDA’s authority, which it hopes to package into reform legislation expected this year. While FDA has balked at formalizing CIR’s role under previous proposals, this one was inspired by a third-party review program for medical devices, making it potentially more palatable to the agency and lawmakers.

The Personal Care Products Council is lobbying for updated cosmetics regulations that would give the Cosmetic Ingredient Review a formal role in shaping ingredient safety decisions at the federal level.

The Washington Department of Ecology hasn’t backed down on its targeting of formaldehyde-releasing preservatives under the state’s Toxic-Free Cosmetics Act, as industry still awaits a draft final rule. In a recent webinar, attorney Angela Deisch of Amin Wasserman Gurnani, LLP said the department has also not provided clarity on penalties under the law, which goes into effect 1 January.
