When China set out to overhaul its cosmetics regulations nearly a decade ago, the global personal-care industry was optimistic the country would do away with onerous registration requirements, harmonize with other systems around the globe, and reduce barriers to trade.

Foreign cosmetic product manufacturers may avoid the Chinese market if burdensome registration requirements aren’t modified and fairness issues addressed, the trade association says in comments to the Office of the US Trade Representative.
