California Legislators Target Tween Anti-Aging Purchases With Restriction Proposal

Aimed at curbing so-called "Sephora kids" purchases of anti-aging cosmetic products, a California bill would prohibit sale of skin-care products or cosmetics containing retinol or AHAs to consumers under age 13.

Inspired by social media and news reports, California state lawmakers are looking to restrict tween purchases of products containing certain anti-aging ingredients to “protect our youth from the unnecessary risks of using products that are not suitable for their skin-care needs.”

Introduced in the California Assembly, AB 2491 would prohibit sales of over-the-counter skin-care or cosmetic products that “are advertised to address skin aging” and contain vitamin A or vitamin A derivatives, such as retinol, or an alpha
