FDA proposes user fees for domestic and foreign manufacturers of cosmetics, including mouthwashes, as the agency asks Congress to expand the use of fees to supplement its budget.
User fees are needed to “promote greater safety and understanding of cosmetic products,” according to FDA’s 2013 funding justification document released Feb. 13 with President Obama’s budget request.
