President-elect Donald Trump is pushing a strategy for the Republican-controlled Senate to recess early so as many controversial nominees may be appointed as possible, which could allow Robert F. Kennedy Jr. to become Health and Human Services Secretary without a confirmation hearing or vote and serve until the end of 2026.
