European Parliament’s vote in April to adopt a negotiated version of the revised Regulation on the Classification, Labeling and Packaging of chemicals (CLP), including a modified approach to more-than-one-constituent substances (MOCS), was well-received by fragrance and cosmetic industry advocates. The revised regulation, which provides a five-year derogation for non-chemically modified MOCs – including lavender and other natural extracts in essential oils and other cosmetic products – “will support the future of the natural ingredients used in cosmetics and fragrances – helping to meet bio-economic, social and competitiveness goals,” said John Chave, director-general at Cosmetics Europe, in a 24 April release.
