ECHA Shirking Animal-Test Avoidance Duties? Challenge May Go To EU Court

Animal welfare groups say ECHA’s approach to animal testing proposals under REACH has changed negligibly since a European ombudsman solution rendered in September 2015. ECHA is now requiring registrants to account for alternative considerations, but says it has no power to reject testing proposals on the grounds that such considerations are inadequate, a position the groups may challenge in the courts.
