BASF Ingredient Case Begs For Verdict: Do REACH Animal Tests Violate Cosmetics Reg?

The European Chemicals Agency says a BASF ingredient, exclusively used in cosmetics, requires a standard animal test, but the firm is concerned that the testing will trigger prohibitions under the EU's Cosmetics Regulation. A Dec. 12 decision from ECHA's Board of Appeal doesn't resolve the matter, but it could get the ball rolling toward an EU court ruling clarifying the relationship between the regulations.
