CARB Proposal To Sunset Fragrance Exemption Adds To Industry Gloom As VOC Update Takes Shape

Nixing the current exemption for VOCs in fragrance up to 2% in consumer products could prevent manufacturers from meeting VOC limits in California, considerably alter product formulations and efficacy, or remove products from California’s market altogether, the Fragrance Creators Association says.

The California Air Resources Board’s latest regulatory proposal for reducing volatile organic compound levels in consumer products would push back compliance deadlines, but added time may not solve the technical and product performance issues that industry expects the VOC cuts to create.
